For some wierd reason every time i try to acess or install norton antivirus or any type of security software, it always stops before it can go onto the the installation wizard, I think this may be I a virus itself. Also every time I reboot my homepage changes to another website, I also think this is a virus, please help me on this and give me some suggestions on what I should do about this problem.

The most likely cause for your problems is that Spyware has been installed on your PC.

One of common functions of Spyware is to change your selected home page each time you go onto the Internet (or each time you log off and then back on to your PC).

You should therefore have a look in your favorite search engine for sofware that deletes and removes spyware. (You should be able to find some software that is offering a free trial).

If this is the problem and on completion of succesfully removing the Spyware you may find that it has cured your other issue and you can succesfully install your anti-virus software. However it may also be worth doing a scan disk on your PC and also try defragmenting your hard drive.
