Based on what my definition of a web portal (there are lots of different opinions on what a Web Portal is):-

The Top Web Portal is Yahoo, Yahoo are one of the most established websites and have a huge user base and are probably the most visited websites (Websites as this includes all the regional variations) in the world.

The Second Biggest is probably MSN - again a massive user base around the world.

Probably the third biggest is AOL - AOL are a big ISP mainly in the US and the AOL homepage is set as the default homepage for all the AOL users - and therefore also has a massive user base.
